Dear Brendan,
If a seller owns an apartment for less than 3 years, he/she pays Capital Gains Tax, calculated based on the difference between the purchase and the sale prices. CGT is 30% if seller is a non-resident of the Russian Federation (that means that seller spends less than 183 days on the RF territory) or 13% if seller is considered to be a resident of the RF. In case seller has owned an apartment for more than 3 years before the sale date, then no CGT is applicable. Best regards,
