You do not have to pay any kind of taxes if you decide to buy a property in Moscow. If you decide to sell a property in Moscow, then:
-In case seller owns an apartment for less than 3 years, then he/she has to pay 13% tax if seller is a resident of the Russian Federation, i.e. if seller spends more than 6 months on the territory of the RF, or 30% tax if seller is a non-resident of the RF.
-In case seller owns an apartment for more than 3 years, then he/she does not have to pay any taxes at all.
HOWEVER! There is a wide practice on the Moscow real estate market that seller does not indicate the full price of an apartment in the sale-purchase agreement but writes a lower price.
