Dear Harry,
The answer is yes. You can own a property in Moscow if you have a foreign passport. It does not make any difference when you purchase an apartment and own it. It will only make a difference if you decide to sell it. Then it is a question of taxation:
- if you are a resident of the Russian Federation (that means you stay on the RF territory more than 183 days per year) you pay 13% from the profit amount;
- if you are a non-resident of the RF you pay 30% from the profit amount;
- if you own a property more than 3 years and you are a resident of the RF you do not pay any tax;
Returning to your question, it does not matter if you are a resident or non-resident of the RF, you have full right to own property in Moscow. Best regards,
